While resources are certainly dwindling, choice is very real here in Kansas thanks to the DD Reform Act passed in 1996. We have had a number of people choose to receive services from us and a very few choose to "take their business elsewhere" during the 6 years CCL has been in operation. The funding is complex, but more effective than the flat rate you describe.
