I want to agree with the Illest Duce here -- I think this is sour grapes. Let's take this one step at a time:

Not being a GTA fan, I don't care all that much whether it's been "seen" before. If you take that route, then San Andreas would register as "typical," since you're technically going to random spots around the city and accepting missions from random people you meet in the game. I care about how well they pull it off, and they manage to do so quite well here (and a lot of GTA fans seem to think the exact same thing as I do -- the comments on that page you linked to exemplifies this).
I don't find San Andreas' story to be creative -- I just find it random. If it were creative, I'd enjoy playing it more; end of story. I was not intrigued by the story at all -- it was like a drunk pissing patterns in the snow. And most of the add-ons in that game were an idiotic ploy at shock value at best, and idiotic pandering at worst. Either way, it's idiotic. Such as the Hot Coffee Mod everyone was up in arms about -- that was pretty much a good example of both instances.

The combat is impossible? I have no problem bare-hand beating the ever-loving shit out of people in that game. It's either on par, or better than any of the others. The cell phone was difficult to use? Really? That's one of the high points of the entire experience. I honestly can't conceive how you would have a hard time using the cell phone -- it's pretty basic... on the console.
