To answer your questions:
1. It is largely from track sequencing, but there's more to it than that. One of things that annoyed the hell out of me on the Sleep Dirt CD was that the three short jazzy tracks had a female vocalist singing the stupidest lyrics imaginable over them (the LP lacked these vocals). These vocals helped lower my opinion of the album a LOT. Well, on Lather, two of those tracks are on the album (and the third is a bonus track), but they're missing the vocals, and now they're just effective linkers.
2. A casual fan should own Lather, Sheik Yerbouti and Joe's Garage. You'll miss out on some various goodies by avoiding the other albums, but only hardcore fans should care about those.
