I'm not too sure about the who
They had hit singles but really all those hit singles are awesome songs and deserves any credit they can get.
I can't really argue that My Generation, I can see for miles and Pinball wizard to be anything but all time classic pop songs.
So I'm not too sure how they are overrated.
In terms of underrated being third to The Beatles and The Stones.
Well, I think all of them are equal but I wouldn't argue with anyone ranking The who third to those bands.
From my part, The who's peak album is Quadrophenia and IMO I find that superior album to all of The Beatles and The Rolling Stones album.
However I find the beatles and the stones to be more consistent and they have much more albums in my top 100 and top 200 albums.
I can't really separate them but I could see why someone would rate them 3rd of the three and I could see how someone would rate them number 1 as well.
I do agree about the one hit wonders. Apparently Midnight Oil are considered to be one hit wonders outside Australia and so I probably add them as fitting that category especially when I'm not that enamored by their hit album "Diesel and dust" either.

: I'd probably have to say The Who. Sure, they
: had plenty of hits ("My
: Generation", "Substitute",
: "I Can See For Miles",
: "Pinball Wizard", etc.), and their
: albums charted highly (although no. 2 is the
: highest they've charted; both in singles
: and albums), but they're often placed third
: to The Beatles and The Rolling Stones, and
: many dismiss them entirely (often for being
: to pompous or something...)
:
: Also, I think any one-hit wonders can apply
: to this. Their only hit is overrated (and
: odds are its not too good in the first
: place), and everything else they did is
: completely ignored.
