I think the reason most people recommend Rain Dogs as a starting point has to do with the fact that it pretty much summarizes everything great about Tom Waits and puts it into a somewhat more tonic form than on, say, Swordfishtrombones or Bone Machine.
That being said, despite it being my favorite Tom Waits album (and one of my favorite albums period) I wouldn't recommend it as a starting point. I'd just recommend starting with Closing Time and working your way down.
