I get the feeling George's intro was partially a result of him being so excited to have discovered a 90s band he liked so much. So a substantial amount of hyperbole snuck its way in. His tone is largely one of "can you believe it? good music in the 90s!" which for him makes sense since he'd written long essays about how the 70s were the end of good music. But for the rest of us (and George currently I assume, his recent stuff seems to have toned this down somewhat) it reads substantially over-the-top since we're all familiar with the notion of the 90s being a pretty good music decade.
