They are pretty fair enough reasons for not doing the reviews. Although the problem can be overcome if there were requested reviews, you could always have a disclaimer that there is no obligation to review the work and that you could email or post links etc it but there's no promise for it to be reviewed in the indefinite future. Although you may feel that may be rude to people who sent the work to you, well it's lot more polite than the A and R people in record company who are "supposed" to evaluate sent in recordings.
Although saying that, that's still extra work for you.
In terms of point 3, it really was just a joke. Reviewing unsigned artist isn't pretending to be a professional critic or an A and R manager at a record company, if anything it just makes you look like supporting talented unsigned struggling artist.
