It's one of the best albums of all time, not necessarily one of my favorite. Why is it better? Well, one important reason is because it was nearly unprecedented, except by what Zappa had already done previously.
Ween is just a couple of dudes dicking around. Mostly it's neither here nor there; often it outright sucks, and sometimes it's good, for what it is. Chocolate and Cheese *is* good, for what it is. But what it is is not very special or important.
