Is it just me? Am, I only the person that thinks that if a person is disabled to the point where he can't climb out of a Dingy or swim or tread water then that person has no place being involved in the boating scene? A prerequisite to owning a boat is that you must be fit and ablebodid. A Person MUST KNOW HOW TO SWIM. Jim Lowry looks to the City and State and the ADA for special privleges - thats fine, and I could really care less. The fact that you need special privledges and you sing it to the whole world speaks volumes about you as a man!
