That's nothing new. They've always done that. Usually it's American guys in white shirts and ties (an anomaly to see on the docks of Hemingway Marina) (pleasure boats are not allowed into Havana Harbor). We always went on license both for the travel and for the boat, but we always had these guys spying on us. The marina is "supposed" to be secure - and the guards won't even let you take photos of other peoples boats (to protect their privacy), but $10 will get you a long way so the US spies never had any problem with access.
My suggestion is to become VERY VOCALLY ADAMANT with your Senators and Congressman - AND the incoming new president - preferably while they're still campaigning so they know their chances of being elected might be enhanced by dropping this stupid embargo and travel restrictions. Find a way to go legally, BUT GO. They are among the nicest people you'll ever meet.
