While it's theoretically possible to live free on the hook with no payments to anyone, in practice those days are gone, unless you take off cruising for remote destinations. Choices are 1. slips, 2. Moorings, 3. anchorage. Even if you anchor you have to have a place to dinghy in and out of, have access (probably) to shoreside shower and laundry, and parking - so even if you anchor you still have to make payment arrangements for all of that. So you can live judiciously on a mooring or anchor, but not for free. (The people you pay your fees to by the way pay the local taxes on the property to cover services, if that question ever comes up academically). Service jobs such as waiters and the like are of course very low paying and that is a big problem in the keys. But it is do-able and can be a very rewarding lifestyle if you get into it. The boating community pretty much watch after each other and their is a pretty strong personal bond that makes life worth living. There are butt-heads in any click of course - boating or landside - but just deal with it. I'd encourage you to try this.
