The only way the "9 out of 10" quote could be accurate, is if there is no documentation to prove those boats have been regularly pumped out. That, along with the shiny new lock on the Y-valve (that still has the PB Blaster dripping from it because it just moved for the first time in a year) made the rest of the quote "We can tell when the Y-valve has just been moved..." seem like the FWC has a crystal ball.
Why she said by flushing the system they can tell yada yada yada is beyond me. Maybe it was for the idiots who think they can get away with breaking the law...perhaps they will believe it and comply? It could have just been better left at something more like: "The vessels with no pump-out records are usually our most successful targets."
The quote is very misleading without the reason behind just how the FWC knows who is not being pumped out. It could be very damning to boaters when read by landlubbers. It sounds like 90% of we in BKH do not abide by the law. How awful! But, in Lt. Dube's defense, she didn't say that either. It all just read very badly, but that is not always the fault of the one being quoted.
I'd like to see the actual number of boardings and citations given after this sweep of the Keys is finished. Then we'll print the numbers here for all to see. I am sure it will prove to show the offenders are a very small minority of boaters.
The FWC has worked very hard to extend the olive branch to boaters in this Harbor. I'd hate to see it all go down the head (into the holding tank, of course) because of a misunderstanding.
Where is Officer Dupree? We need his fabulous public relations skills to help iron this out on the BKH's Cruiser's Net (VHF Channel 68, every morning at 9).
