I can't remember if that fence is still up or not, but I bet it is. The bridge is in the open position indefinitely until they figure out what to do with it.
Yes, you can still anchor in the harbor if you're outside the mooring fields. Ensure that you have all paperwork and anchor light, and a holding tank. It would be good to pay the pumpwagon for a pumpout once in a while even if you don't need it - just to make the effort and show anyone the receipts if you happen to be boarded.
The real issue is land access with the dinghy as you mention, and yes you'll have to pay for it. I don't know if Burdine's would make allowance for dinghy access or not, but they have room in the basin. The City Marina is the obvious choice and you can check with them on rates - plus you can use the showers and laundry. The Dockside days are gone so you can rule that out.
