A smoker's choice to "cut down" is a very private and personal decision that should be respected - especially given the anti-smoking stigma many of us face in our workplaces. It might be best to quietly express loving compliments to your wife at times when she is obviously enjoying her limited smoking, rather than nagging at her about her preference to "cut down".
