I don't know for sure, but maybe it's like the old Superman (pre-Crisis). Superman back then could beat anyone, so it was very hard to find a potential threat for Superman, and making it interesting. Now if Silver Surfer were to live up to his full potential, he would be one of the strongest in the entire Marvel Universe, and it would be hard finding problems he couldn't fix.
