The base was located inside of a butte (no jokes please) in Arizona, if my memory is correct.
It was already infiltrated and destroyed by Thing and Iron Man in Marvel Feature #12. The Army finally got around to checking it out in the Avengers issue.
As of right now, the base is under U.S. Gov't control and pretty run down from the looks but there might be a story there.
