For use on the wet sand portion of saltwater beaches there really is no such thing as entry level. Sticking to the dry sand on saltwater beaches, and all of the sand, wet & dry on freshwater beaches, opens up the possibility of a detector like the Garrett ACE 250. This model is very popular with a lot of support on various forums for newbies, and can be had for about $200USD. That leaves some cash left over for a scoop, pouch, pinpointer etc.
There are many others available in that price range from offshore manufacturers, and First Texas under the Bounty Hunter, Fisher, Radio Shack brands. But the quality has been spotty, so better to stick with something with a decent reputation.
And of course my disclaimer, don't own and have never owned a Garrett product, so I am not trying to push a product out of any sort of brand loyalty.
