Wouldn't it be cheaper to have the custom mold made than to spend all the time , effort, resources and cash to build the thermoform machines? When I looked into having a mold made, I was quoted around $2,000 US. There were no minimum quantities.
Couldn't you contract with the local motor repair shop to wind coils for you? Those guys have been winding wire for years and years, you could train them how you want it done.
Just some thoughts.
