I haven't hunted VA Beach but I wonder if they use those beach grooming machines in the morning like so many other beaches? Those things can snag chain so my recommendation would be to hunt as far back from the water as possible. First, it's less likely a grooming machine would go that far and second small jewelry can get deposited far back during storms. Also, lots of older, wealthy people stay far back as they don't want to be bothered by kids running around and all the commotion. They have the money for nice jewelry. I've found some good items far back from the water but you'll also find a lot of pull tabs as they get washed back too.
