I've finished my fixup and agree with your evaluation Steve. An extra thick, butt-ugly peghead on an entry-level banjo.
I reglued the peghead cover plate, re-drilled the tuning machine holes, installed right-angle Gotoh guitar tuning machines with keystone buttons, installed a geared 5th string tuning machine, tightened the plastic drumhead, installed new strings, and pushed them close to the drumhead by adjusting the tailpiece.
With the resonator attached, it's quite loud now, and plays in tune at the locations I checked.
