Which firmware is your system running? If you're out of date, it's possible that the VM ports are locking up.
Try dialing each of the VM ports (in some systems, you'll have to hit ICM first): 500, 501, 502, and 504 (or up to 507 in an 8 port system) and see if they're working or not.
