Now, having zero knowledge of the phone system this may be completely wrong but worth a try given the lack of responses.
If USER A's phones can be a member of multiple call groups (eg users A+B and users A+C etc) then the simple answer would be to commence your Ring Groups at 602 rather than 601. You would then assign all analog extensions to Ring Group 601.
IE:
601 = User.A.alg User.B.alg User.C.alg etc...
602 = User.A.alg User.A.dig
603 = User.B.alg User.B.dig
604 = User.C.alg User.C.dig
605 = etc...
