If you got no response from us, it's because we did not receive your email. Maybe you addressed it wrong. Maybe it got caught in a spam filter.
We do proposals all day long. We don't make money by ignoring email.
We have many customers in Central and South America. Manufacturers do not control where we send phone systems.
We can sell anything we want to, anywhere we want to, as long as it is not blocked by customs in the receiving country.
HOWEVER, we generally do not think it's a good idea to use an important product like a phone system in a country where it is not officially marketed, because there will not be local warranty service if it needs to be repaired.
There may be additional issues of compatibility with local phone networks and electrical systems, and legal requirements.
