External Voice Mail

I have a customer wanting to upgrade the phone system to a dsx 160 but I need a external voice mail to do the trick. I need about 24 to 48 ports, 2000 and up mail boxes and storage time?,, the question is when they start getting busys at 24 ports is there a way to add another voice mail to the application and if so how would the system know which voice mail system to transfer the call to?
