No Busy Signal - call forwarding

We are on a DSX-40 with 4 lines. The fourth line though is a separate company in our building. When that office is on a call and another call comes in, the caller does not hear a busy signal, it just rings. We've tried to program the phone to go to voicemail if busy or no answer, but that doesn't work either. Any suggestions? Thank you!
