NEC DS2000 Call forwarding issue

We have two phones that have started immediately going to voicemail when placed in call forward off premise mode. Other phones on the system work fine and go to the off premise line number stored in the bin. Does anyone know how to get the phones to stop immediately going to voicemail in OFFP mode?
