I figured this out (mostly), so I thought I'd share.

On the operator's station I set up a call-forward for RNA (ring no answer), to extension 600, for all calls. Extension 600 correlates to a Ring Group that I associated other extensions with. (2113-02: Ring Group set to "1" on the extensions I want to ring.)

Now I just need to see if I can assign an "overflow to voicemail" from my Ring Group...
