Command D015 (class of service) not working

My system is a NEC IPS.

I've been trying to figure out why some stations give me a DATA ERROR with command D015.
For some reason all stations that I cannot see in SMDR give me an error with this command.Any help would be appreciated.
Even the guys from NEC are not sure what the problem is.
I have reseted the AP00-B card to its default setting and reprogrammed it and still no luck.

Example:

D015>2243:0- (SMDR is OK)
D015>2420 (SMDR not working)
DATA ERROR

I have 254 stations that gives me the DATA ERROR.I have a total of 451 stations in the main PBX.

PLEASE HELP
