Voice Mail Times out

We have NEC DS1000/2000 phone and voice mail is cutting people off after 5 seconds saying Thank You, voice mail accepted. When one employee tried to change greeting, same thing happened. Only let her speak for 5 seconds and then said greeting accepted. Happening on all phone extensions and all voice mail boxes are empty.
