DXS 80 IntraMail Problem

I have a new DSX 80. When I press the voicemail button on any phone set I am told the mailbox is busy. I am quite certain the mailboxes are not all busy as this system is not online yet. Has anyone experienced this problem? Thoughts on moving forward?
