You need to contact a lawyer. These are questions you need legal help with. When my Dad was bad I was able to get a medical power of attorney so that if he got like your Mother (refusing treatment) I could override his wishes and do what was best for him.
My prayers will continue for these problems your facing with your parents and with your move.
