Well, the nice thing is that quite a few herbs grow in less than fertile soil, so they don't need something like potting soil. The Mediterranean herbs can grow in less fertile soil.
For those which do need better soil, perhaps you can add some of your compost to what you use?
Sometimes the addition of food will replace good soil as you spend time building better soil in containers. For example, fish emulsion, and kelp. (I use Maxi-Crop. It lasts a long time, and works well for foliar feeding. It's especially good when it starts to get cold out.) The plant foods...any good one would do, are less expensive than bagged soil, and take less room, too. Just keep building soil with 'recycling' weeds, kitchen scraps, etc. But, in the meantime, mix bad soil with your compost, and feed the plants regularly.
Which herbs are you wanting to grow? Some are annuals, and won't make it through the winter...you'd have to pick and dry them all before winter.
Others, like rosemary, for example, can like all year long once established.
