I think fellow priests are sufficiently wise to determine and assess whether a senior member of their ranks has what life experience and school education it takes to be a diocesan bishop.
I notice that you did not address the main point -- demographically speaking there just are not enough meeting the qualifications set back before the extinction of the species of 'widower seeking church service'. It would be well to focus on that topic as quite evidently half measures along all other lines have and are not working out too well.
