As is to be expected you are both right -- up to a point -- but Al is more right than Harry.
I have long felt that increasing the pool of eligible candidates is necessary -- but proper screening and training is more important, especially under the current system in which the pool is so limited.
Unfortunately, I don't see much hope for change until large numbers of clergy and laity rise up and demand it. And, I don't see much hope of that happening spontaneously -- that kind of action usually requires an organized effort. Except for a couple of clergy brotherhoods that have spoken out for Unity; and, recently, one seminary faculty calling for accountability - the only organized voice I'm aware of over the past twenty years has been the OCL. While their current focus has been on Unity, they have also advocated for accountablity and transparency in governnace, and, as early as in 1992 the elevation of married clergy to the episcopacy.
