As we see, the thing about 'adequate screening and training' in the real world is while it can create an ordering of the available, the first in line would not be accepted at all even 10 years ago.
That's because there simply aren't enough folk in the line. The demographics just aren't there as while there used to be (1950 and before) a few widower priests in their working years in every sizeable group of people, now there are none.
If we retain the present so-called 'system', where a 'bishop' oversees more states than he can travel to in a week, where the bishop cannot recognize the faces of the priest's family and half the time not their spouses or parents-- well, no embroidery abour policies, procedures, taining, importage, whatever is going to over come it.
Also as plain, I don't see much in the way of anything good coming from folk calling for anything at all, no matter how correct, or for how long.
