Yes, Leo, the per capita assessment of parish "members" by the Central OCA Administration does create an incentive to undercount, but I doubt that it's a 60+% undercount.
Further, since the assessment is directed by the All American Councils and diocesean bishops, it's an act of willful disobedience by parish priests who submit undercounted membership rolls to avoid supporting the national Church. Thus, if it is taking place in serious numbers, it raises a question of clergy integrity, no less the honesty of hierarchs who look the other way.
Note that the diocese that withheld it's assessments in protest of the recent scandal, still kept accurate membership rolls and simply put the money in an escrow account.
