I also seem to remember, perhaps from one of Meyendorff's books, that it was the emperor, not the patriarch, who appointed the archbishop of the autocephalous archdioceses of Bulgaria and later Serbia. This would make sense when considered in the context of the foreign policy ramifications connected to those sees.
That said, I have no idea how the folks in Phanar have the audacity to promote such preposterous dribble as their interpretation of Canon 28. Of course, they appear to be living in a time warp to begin with.
