"We have concluded that when the principle of phyletism (i.e. ecclesiastical nationalism) is juxtaposed with the teaching of the Gospel and the constant practice of the Church, it is not only foreign to it, but also completely opposed, to it. We decree the following in the Holy Spirit: 1. We reject and condemn racial division, that is, racial differences, national quarrels and disagreements in the Church of Christ, as being contrary to the teaching of the Gospel and the holy canons of our blessed fathers, on which the holy Church is established and which adorn human society and lead it to Divine piety. 2. In accordance with the holy canons, we proclaim that those who accept such division according to races and who dare to base on it hitherto unheard-of racial assemblies are foreign to the One, Holy, Catholic and Apostolic Church and are real schismatics." will be apportioned.

    http://www.orthodox.pl/Aktualnosci/kraj-gen.htm#ttt

There will be 12 areas for that Regional Episcopal Assemblies:

    1. North and Middle America
    2. South America,
    3. Australia, New Zealand and Oceania
    4. Great Britain and Ireland
    5. France
    6. Benelux countries
    7. Austria
    8. Italy and Malta
    9. Switzerland and Liechtenstein
    10. Germany
    12. Scandinavian countries (apart from Finland)
    13. Spain and Portugal

The assemblies must start up before the Pan-Orthodox Council.

All bishops from all Churches in communion with mainstream Eastern Orthodox will
    be members.

Retired and guest hierarch can be allowed to participate, without the right to
    vote.

The main goals are to promote unity between Churches and to formulate joint
    statements re non-Orthodox Churches.

The Assemblies will also discuss issues and relationships with Churches outside
canonical Orthodoxy (such as the OC Churches, OCF and so on).

There must be at least one assembly a year.
