Those are kind of polarized goals the way it plays in the archdiocese. Bringing in the unchurched is antithetical to the Hellenic priorities. The best that can be done with that is focus on one or the other. Bringing back the lost, if they were Greek, is not necessarily fixed by emphasizing the Greek aspect either. So, everything can't be done. The politically correct emphasis is the preservation society and bringing back those that support that emphasis.
Drawing from the "60 million un-churched people" is mostly disturbing to the homeostatic balance in parishes and dioceses. That's just talk, and no one really means it. I mean, look when converts and reverts come to church and present different ideas. Pretty uneven reception.
