I must agree with your assessment regarding the GOA charter change. If it wasn't a scandal then Spyridon would still be primate. It essentially created the entire Voithia/OCL nexus. The 98 CL in Orlando almost erupted into a riot and the 2002 CL in LA was only a tad more civil.
