Tom, the division of the archdiocese into four archdioceses caused the entire fracas in the first place. Actually, that's not true, the expulsion of +Iakovos started the GOA's descent into controversy. If memory serves, the expulsion of the four priests from HC because they ruled against an archimandrite who made a drunken homosexual pass at a young Arab seminarian started this whole ball rolling. This was all back in 1996-99. And the charter issue was on-going at that time because it was only by changing it that the GOA could be divided into four archdioceses. If memory serves, the present charter is the fourth one or the fourth iteration of the original.
As far as "titular" metropolitans, that's an oxymoron and yet another piece of evidence that the Phanar makes things up as it goes along. They weren't elevated to "real" metropolitans until 97, in order to buy their silence (as they were all on the warpath against +Spyridon). I use quotation marks around the word metropolitan because it's yet more evidence about the debased nature of our ecclesiology in North America.
