Christ is Risen! I don't see anybody authoritative claiming that this "decision" is retroactive, to touch The OCA's Autocephaly. If it were, they might have to revisit when exactly Poland, Czechoslovakia, Albania, and Georgia became Autocephalous, to determine their positions in the Diptychs -- when Moscow did it, or in Albania's case, when it was self-declared ... or when C'ople declared/recognized it!
