Hail Avenging Son!
Yes, I think it is reasonable to theorize that the 'royal line' is descended from Neptune. Namor's hybrid nature could be the reason why this god-heritage manifests itself so strongly in him.
Also, I believe there are Atlantean prophecies concerning 'the Avenging Son' that would support this theory of Namor being a direct descendent of Neptune's.
