What am I doing wrong?

I started my MLM business Oct 02. 7 months later I have run my charge cards at max. and have only 2 partners. I can't afford buying leads so I'm focused on my "warm" market and I have an absolute great product. I believe in it totally and it's value. Am I not coming across as caring and believing? Any advise would be greatly welcomed.
Also we are opening overseas and I would really like to know how to contact people in Australia, England, Whales, etc. to see if they would be interested.
