did not have my rulebook at work last night but in the usftl rulebook page 21 section 22 article 1 when the flag is clearly taken from the runner the down shall end and the ball is declared dead.a player who removes the flag from the runnershould immediately hold the flag above his/her head to assist the official in locating the spot where the cature occured.if a flag inadvertenly falls to the ground , a two hand tag between the shoulders and knees constitutes capture.a player who removes the flag ma leave his feet
