The player does not have to be in the huddle, but he cannot walk unto the field while the ball is set and the QB is starting the snap count. If the player is recognized by a ref as a legal player and the D does not account for him, then fair play. But, if the Ref does not notice the player or if that player walked on during the snap count you can be called for an Unfair Tactic.
