Marked For Death II would indeed be an awesome sequel. It would have to involve the Jamaican posse again, somehow, as they definitely add a certain "je ne sais quoi" to the proceedings. As portrayed in the movie, they are so distasteful and hateful that it's extra fun when Seagal snaps their limbs and kicks their faces in!
I agree John Hatcher is an interesting character and there are a couple of loose threads from the original movie which can be tied up neatly in a sequel:
* That ancient gun Seagal put together in his old bedroom - he needs to kill someone with it
* His niece who was shot and is now all grown up can be assraped or something by the Jamaican posse, fuelling Seagal's desire for revenge
* Alternatively, his niece can be a paraplegic in an electric wheelchair (as a result of the wounds she suffered in the first movie) and the Jamaicans can push her wheelchair in front of oncoming traffic, again fuelling Seagal's desire for revenge
* Those ugly-ass sunglasses Seagal wore in the first movie can turn out to be X-ray glasses (like the Iraqis think our troops are wearing in Baghdad) leading to...hold on that's just silly
