You're somewhat correct. For each game a team needs to designate their "emergency quarterback". In our case it's Sage. If Sage ever comes into the game, the other 2 quarterbacks cannot play again.
Now, I don't know what the rule is if Sage comes in and plays RB or WR on a wildcat type play.
