I have travelled to Bali 3 times when my children were small and when travelling in taxi's or vans we sat them in our laps on the backseat. A lot of vehicles only have seatbelts fitted in the front. I know the question has been asked a few times on Bali Travel Forum and there are a few drivers with baby car seats so maybe do a search on there.
As for accommodation I would suggest maybe booking a night or 2 over the net and that will give you time to have a look around for something else.
