Possibly boredom, not enough to do? LaMarque is "down to" ONLY 13 full time officers so they're asking the Co. for help?
I guess that's an editorial comment. First, I take what TJ reports with a grain of salt. Second, the eyewitness said a little girl or a young lady. ??
Until there's more info I am going to guess this was an unfortunate accident. Let's assume this was a large or dangerous breed dog, and like the eyewitness said, was "playing rough" with the girl when the officer happened on the scene. I can understand that she may have believed she was witnessing an attack and that she had to act quickly and decisively.
I'll give benefit of the doubt, for now, to the police officer.
